A lot of the mechanism, computer like things, calculate the stability of the projected destination to account for rotating planets, solar orbits, celestial movement, time domain fluctuations, etc. It even has to account for time itself as these portals can project into the past or the future. The visitation to our planet can be from what, from our perspective, is the distant past or distant future.
